Request for Proposals – Development of an Online Platform

Objective of the assignment: Creation of a single, easy-to-administer system based on CMS platforms that would support the Participatory Budgeting process in each partner LPA of the project. The final product will be a web platform used and administered, via access credentials to the administration panel, by the LPAs registered in the programme. The platform administrator will be responsible both for posting projects on the page of the relevant entity and for managing the data collected through voting and project submission.

Total duration of the development and deployment of the WEB page: The design, development and implementation of the WEB page will not exceed 60 calendar days.

Main activities and services requested: 

• Developing the design concept, structure and features of the web page;
• Developing the concept of the public interface of the WEB page based on the graphic design (Front End component) in the form of a mockup, approved by the Beneficiary;
• Developing the graphic design and converting it into HTML code;
• Developing the programme code of the WEB page / configuring the development platform;
• Warranty services.

The estimated start date of the works is 20 March 2021.

The final product consists of software and system documentation artefacts, as well as knowledge transfer to the owner and administrator of the system.

Minimum requirements for candidates: 

• At least 3 years of experience in developing similar products at national and/or regional level;
• Ability to work in a team and to complete tasks within the set deadlines;
• Highly qualified experts with extensive experience in developing similar platforms.

The application package must be submitted in Romanian and will contain the technical offer and the financial offer in separate files to be sent to the email address procurari@expert-grup.org by 17 March 2021, 15:00.

The technical offer will contain the following:

• A brief description of the organisation (1–2 pages);
• The company’s registration certificate;
• The company’s portfolio describing its experience in the field and similar services provided; 
• A description of how the assignment will be carried out, including the platforms to be used;
• CVs of the implementation team members;
• 3 references with contact details;
• Other relevant documents or recommendations.

The financial offer will be submitted in MDL or EUR and will not include VAT. The delivery of these services will be VAT-exempt. The financial offer must be coherent and contain a clear description of the expenditure items.
