Call for Proposals: Two Teams of Experts to Provide Consultancy Services for the Implementation of the “My Budget” Project

The senior and junior consultants will provide the necessary support to the selected LPAs and the respective Local Coalitions (LCs) to increase the level of transparency and participation in the budget process between May 2021 and January 2022. The support activities will be provided by two teams of consultants (each team will consist of one senior consultant and one junior consultant) for the localities of Criuleni, Boșcana and Dubăsarii Vechi in the security zone, as well as for the selected localities in the North and Centre zones. 

1. Tasks and responsibilities of the consultants 

Each team, consisting of one senior and one junior consultant, for each of the localities in the Transnistrian region:

a) will analyse the process of ensuring transparency and participation at local level and will identify possible gaps, as well as progress compared with previous periods, based on good practices promoted by international institutions (16 analyses);

b) will assess the level of transparency and citizen participation in the budget process in accordance with the methodology approved by the project (16);

c) will draw up the plan for increasing transparency and participation in the budget process in the LPA, including for the post-project period (16);

d) will draw up the plan for increasing transparency and participation in the budget process for the local coalition, including for the post-project period (16);

e) will provide support for the implementation of the plans approved by the LPAs and LCs in three localities;

f) will carry out an independent analysis of the budget and the draft budget of the LPA in three localities in the security zone;

g) will prepare the citizens’ budget (draft budget, approved budget, budget execution) and will support the LPAs in formulating topics for communication with the public on budget issues throughout the year, in three localities in the security zone;

h) will support the LCs and regional partners in preparing topics for the main events for citizen participation in the budget process (public hearings on the draft budget, other events within the budgeting process), for three localities in the security zone;

i) will prepare a report monitoring the public procurement carried out by the LPAs in three localities in the security zone. 

2. Estimated level of effort 

To carry out these tasks, two teams of consultants will be contracted, each consisting of one senior consultant and one junior consultant. For each team, a total of five working days are allocated for the senior consultant and up to 53 days for the junior consultant, between May 2021 and January 2022.
