Request for proposals – identification of consultants (natural persons) to provide analytical services

The consultants will be responsible for:

• Based on the materials provided (a capacity-building curriculum on budget monitoring), the experts will have to create 5 presentations and deliver 5 training sessions for CSOs on monitoring budget expenditure within the Europeanisation agenda.
• Providing mentoring and guidance to beneficiary CSOs in drafting budget expenditure monitoring reports. The experts will engage actively with the CSOs to ensure the quality, relevance and impact required of these reports;
•  Based on the materials provided, the experts will have to create 5 presentations and deliver 5 training sessions for the 3 members of the CSO platforms on key skills related to the AA and Europeanisation agenda.
• Assisting the members of the 3 CSOs in drafting 10 position papers on monitoring reforms and budget allocations related to the Europeanisation agenda, and participating in public events (round tables) to present the results of those position papers.
• Participating in the preparation of two annual shadow reports on the implementation of the Association Agreement and of the conditions attached to the Republic of Moldova’s EU candidate status.

1. The technical offer, consisting of the Application Form, the methodology, the CV and the declaration;
2. The financial offer, indicating the  net daily rates requested.  

The Consultant will state expressly in the application and in the body of the email the position applied for (Expert 1, 2, 3... or 15). Applying for more than one position is permitted.
