Call for proposals: identification of an expert-evaluator for the project “Inform, Empower and Act!..”

The main tasks include:

• Assessing the impact of the project in different regions;
• Generating lessons learned regarding the circumstances (such as, but not limited to: the political climate, the pandemic situation, the budgetary reality). Developing a set of recommendations to ensure the sustainability of the project, taking into account the constraints, challenges and opportunities identified in the evaluation process. 

The service delivery period will be 15 October 2021 - 22 December 2021. The final report will be submitted no later than 22 December 2021. Estimated level of effort: 35 working days.

Minimum requirements for candidates:

• Professional experience in evaluating similar projects funded by international institutions (at least 5 years of experience);
• Knowledge and expertise in collecting and analysing qualitative and quantitative data, including conducting interviews, developing monitoring indicators and using data to formulate causal links;
• Understanding of the participatory budgeting process and of citizen engagement mechanisms;
• Knowledge of the context in which second-tier local public authorities operate in the Republic of Moldova.

The technical proposal, which will contain:

• The bidder’s CV, including previous experience in evaluating similar projects;
• A detailed timeline of activities, indicating the deadlines for completing the tasks and submitting the expected deliverable, in accordance with the attached ToR;
• References and recommendations.

The financial offer which will be submitted in EUR and will include all taxes, including employer contributions for the payment of salaries / taxes for the provision of services in the Republic of Moldova.
