Request for Proposals – Consultancy Services

The junior consultants will provide the necessary support to the selected LPAs and the respective LCs for managing and using the online budget participation platform (www.bugetareaparticipativa.md), during the period December 2021 – January 2022, in accordance with the attached terms of reference.

Tasks and responsibilities of the consultants 

Each junior consultant will:

• analyse the process of ensuring transparency and participation at local level and identify any gaps, as well as progress compared with previous periods, based on the good practices promoted by international institutions;
• provide support to LPAs, regional partners and local coalitions in managing and using the online budget participation platform (www.bugetareaparticipativa.md);
• provide support in identifying functional gaps and making the platform (www.bugetareaparticipativa.md) operational, at the level of LPAs and civil society representatives;
• populate the platform with relevant information, for each information module, to make it fully operational.

Requirements for junior consultants:

• University studies in economics, public administration, public finance, law or other relevant fields;
• At least 1 year of experience in developing policies and documents on citizen participation in the budget process;
• At least 1 year of experience in monitoring and evaluating public policies and budget transparency;
• Knowledge and experience in analysing local budgets, preparing citizens’ budgets and working with LPAs;
• Knowledge of participatory budgeting and human rights-based budgeting, gender and environmental aspects, the territorial approach in local development, and participation techniques (tools);  
• Experience in monitoring public procurement at local level;
• Knowledge in the field of participation and participatory budgeting;
• Teamwork skills;
• Communication and presentation skills;
• Participation in the general training events dedicated to the platform.

• The financial offer, which will be submitted in EUR and will include all taxes, including employer contributions for the payment of salaries / taxes for the provision of services in the Republic of Moldova.
