Call for tenders: selection of a technical supervisor for a project to improve the energy efficiency of an apartment block in Bălți

I.   General description

Expert-Grup is an independent think tank that implements the project “First Swallows” - part of the technical assistance project for improving energy efficiency and security in the Republic of Moldova, implemented in partnership with the Ministry of Energy of the Republic of Moldova with the support of the Government of Slovakia (provided through the Slovak Agency for International Development Cooperation - SlovakAID), the Embassy of the Kingdom of the Netherlands in the Republic of Moldova and the Energy Community Secretariat.

“First Swallows” - is a pilot project for the energy efficiency improvement and modernisation of residential apartment blocks in which homeowners’ associations have been established. “First Swallows” was launched in order to test step by step the process of energy efficiency improvement and modernisation of apartment blocks and to improve the working procedures that will underpin the activity of the Fund for Energy Efficiency in the Residential Sector of the Republic of Moldova” (FEERM), implemented by the National Centre for Sustainable Energy and approved by the Government on 10 April 2024:  https://gov.md/ro/content/guvernul-aprobat-programul-de-finantare-f

Under the project, thanks to funding provided by the Government of Slovakia within the initiative “Support of the Republic of Moldova in solving the energy crisis and the energy poverty crisis - providing financing for increasing energy efficiency of the building at: Ștefan cel Mare street 3A, Bălți, Republic of Moldova”, the respective apartment block in the city of Bălți was selected. Its energy efficiency will be improved through thermal insulation of the walls, roof and basement and the performance of related works, in accordance with the energy audit and the project documentation. The apartment block is in a satisfactory condition, but a series of works are needed to increase its energy efficiency, owing to the low thermal resistance of the building envelope.

The homeowners’ association that manages the block in Bălți benefited from an energy audit provided under the “First Swallows” project. According to the energy audit, this apartment block is energy inefficient. The energy resource savings after implementation of the proposed set of energy efficiency measures will exceed 35%. 

After implementation of all measures, the following results are expected: 

• Ensuring the required microclimate parameters in the rooms; 
• Reducing the negative impact of high humidity levels on the protective and insulating structures; 
• Achieving maximum savings and reducing the costs of energy resources. The energy resource savings after implementation of the proposed set of energy efficiency measures will exceed 35%. 

II. Invitation to submit tenders

Certified construction specialists interested in providing technical supervisor services, to ensure the management and verification of the quality of construction works, within the project for the thermal insulation of the apartment block in Bălți municipality, 3A Ștefan cel Mare street, are invited to participate in the tender.

The certified technical supervisor has the following obligations:

a) to verify and ensure that the works are carried out to a high quality and in accordance with the project; to accept the execution of construction works only on the basis of designs and execution details verified and stamped by design verification specialists;

b) to verify and approve: the technological designs for the execution of construction works; the technical procedures for carrying out the works; the execution verification programmes; the execution organisation designs (site organisation); the works schedules relating to essential requirements; the records on concealed works;

c) to supervise the execution of works in accordance with the verification programme;

d) to control how the quality acceptance of materials and construction elements (prefabricated elements, joinery items, etc.) is carried out;

e) to control the quality of construction elements produced in the contractor’s own workshops;

f) to stop the execution of construction works if serious quality defects or deviations from the provisions of the execution design have occurred;

g) to take measures to correct or redo works found to be non-compliant;

h) to request the designer’s approval for remedying deficiencies that affect the essential requirements of construction works or deviations from the design;

i) to promptly inform the management of the construction organisation about the remedying of identified deficiencies and the measures taken to prevent their recurrence;

j) to draw up and keep up to date the register of verified construction works.

III. Contract duration

The period for the execution of works is 01.06.2024-31.10.2024.

IV. Eligibility criteria

To qualify, the interested person must meet the following criteria: 

• relevant and positive experience as a technical supervisor;
• capacity to deliver the service on time; 
• good reputation;
• knowledge of energy efficiency will be an advantage.

The evaluation score will be the sum of the score obtained for the technical offer (50%) and the financial offer (50%). 

In the first stage, the technical offer submitted by each bidder will be checked to determine whether it is complete with regard to the minimum compliance requirements. The minimum qualifying score for the technical offer is 60 points out of a maximum possible 100.

V. Application process and structure of the offer 

Both interested companies - legal entities - and individuals may submit an offer. They will send the technical offer and the financial offer in 2 separate files attached to the same email. 

The technical offer will contain the following documents: 

1. 1. Technical and professional certification as a technical supervisor
2. CV indicating similar experience
3. List of 3 contacts at companies for which the bidder has previously provided technical supervisor services (surname, first name, position, telephone).
4. If the offer is submitted by a legal entity, the following documents must additionally be submitted: company registration certificate, registration decision, extract from the Public Services Agency, balance sheet and profit report for 2022 and 2023, and a certificate from the tax authority on debts/absence of debts to the state budget.

The financial offer will be submitted in MDL or EUR at zero VAT rate, in a separate Excel, Word or PDF file. Expert-Grup will provide all the supporting documents necessary for delivery at the zero VAT rate. If the offer is submitted by an individual, VAT is not applicable. The financial offer must include all costs that the technical supervisor considers they will incur during the provision of the service (e.g. transport, etc.).

The offer must be submitted in Romanian or English. 

• Expert Grup may request additional information if necessary, and an interview with candidates may also be organised.
• Expert Grup may cancel/repeat the tender if it considers it necessary.
• Submitting an offer does not constitute a commitment by Expert-Grup in any form.
• Expert-Grup may enter into negotiations with the winner of the tender
