The Independent Think Tank “Expert-Grup” announces a competition to identify a legal entity or consortium of legal entities that will develop the Information System “Register of Public Property and State Property Management”. The IT solution will combine the functionalities set out in Government Decision (GD) No. 851/2023 approving the Concept of the Information System “Register of Public Property and State Property Management” and the Regulation on the information resource formed by the Information System “Register of Public Property and State Property Management”

In view of the above, Expert-Grup invites interested companies with experience in developing IT solutions in the field of information systems development and implementation to submit bids for the following activities:

  1. Analysis and design of the SI RPPAPS;
  2. Configuration of the SI RPPAPS;
  3. Implementation and testing of the SI RPPAPS;
  4. Data migration to the SI RPPAPS;
  5. Launch into production of the SI RPPAPS;
  6. Documentation of the SI RPPAPS (including drafting the GD on amending GD No. 851/2023);
  7. User training;
  8. Warranty and adaptive, corrective and static maintenance.

The activity is part of the project “Increasing the Efficiency of the State-Owned Enterprise Sector – Phase Four”, funded by the Soros Foundation Moldova and implemented by the Independent Think Tank Expert-Grup. The project is implemented from December 2022 to June 2025.

SUBMISSION OF THE APPLICATION
To take part in the competition, interested companies will submit the following documents as part of the application package:

  • Technical offer;
  • Financial offer.

The application package must be sent by e-mail to the following address: procurari@expert-grup.org . Incomplete applications or those submitted by any other means will not be considered.

Clarification questions may be sent in writing to the e-mail address indicated above by 2 July 2024, 18:00.
Answers to all questions received will be published on the announcement page under the section: 2024. SI RPPAPS _Questions/Answers (www.expert-grup.org ).

Deadline for submitting the application: 26 July 2024, 19:00, extended to 2 August 2024, 19:00.
