The Independent Think Tank “Expert-Grup”, in partnership with UN Women, under the EVA project “Promoting Gender Equality in the Cahul and Ungheni Districts” funded by the European Union, is selecting 2 non-governmental organisations from Cahul district and 2 non-governmental organisations from Ungheni district to implement a training and mentoring programme on gender-sensitive budgeting and public policies.

The programme will consist of 3 core components, which will involve close cooperation between the Expert-Grup team and the beneficiary organisations.

1. Training in gender-sensitive budgeting and public policies

4 training modules will be held in Chișinău, as follows:

Module 1: What is a gender-sensitive public policy and budget?

  • Introduction to policy-making. Basic principles and concepts of problem definition, formulation and promotion of policy proposals, and evaluation of public policies;
  • Introduction to the budget process. Basic principles of the local budget, budget planning, the budget calendar and budget formation;
  • Gender-based policy-making and budgeting at local level: why it is important and what opportunities this concept offers;
  • Basic concepts and principles of gender-based budgeting and public policy formation.

Module 2: Budget and policy analysis from a gender equality perspective

  • Mechanisms for assessing the gender responsiveness of public policies and budgets at local level;
  • Gender-sensitive programme-based budgeting at local level;
  • Independent analysis of the local budget from a gender perspective: understanding how to interpret budget indicators.

 Module 3. Tools for gender-based budgeting and policy-making

  • Aligning local public policies and budgets with specific gender needs;
  • Organising a gender-sensitive process of budget transparency and participation at local level: public hearings, citizens’ budget, report cards, etc.;
  • Mechanisms for integrating the gender perspective into budget and policy-making processes at local level;
  • Practical case studies.

Module 4. Strategic communication and advocacy

  • Advocacy tools to influence gender-sensitive budget and policy-making processes at local level;

2. Mentoring by Expert-Grup and joint work on monitoring reports on local budgets and policies from a gender perspective.

After the training, each organisation will benefit from a personalised mentoring programme provided by Expert-Grup to put the principles of gender-sensitive budgeting and policies into practice. At this stage, the organisations will also receive methodological guidance for drafting reports monitoring budget processes and policies at local level from a gender perspective. This will enable the beneficiary organisations to become important actors in promoting gender-sensitive budgets and policies at local level and to hold public authorities accountable in this respect. The reports will be presented to the general public at events organised by Expert-Grup in partnership with the beneficiary organisations and UN Women.

3. Exchange of practices between non-governmental organisations

The beneficiary organisations will exchange practices/experiences in order to learn from the practices of other organisations in the country about practical mechanisms for promoting gender-sensitive budgeting and policies.  At the end of the programme, each organisation will receive a certificate attesting to the successful completion of the empowerment programme and the qualification of ambassador of gender-sensitive budgeting and policies, which will allow them to continue implementing the respective activities within other projects. The programme will be implemented during 2022.
