Call for the selection of a civil society organisation from the Transnistrian region of the Republic of Moldova to implement the activities of the grant project “Resilient CSOs + Responsible Budgeting = Accelerated Implementation of the Association Agreement”
The Independent Think Tank “Expert-Grup”, as lead partner, in a consortium with the Institute for European Policies and Reforms (IPRE), the Institutum Virtutes Civilis (IVC) Public Association and the Friedrich Ebert Foundation, announces a call for the selection of a civil society organisation from the Transnistrian region of the Republic of Moldova to implement the activities of the grant project “Resilient CSOs + Responsible Budgeting = Accelerated Implementation of the Association Agreement”, funded by the European Union and co-funded by the Friedrich Ebert Foundation.
The general objective of the project is to increase and strengthen the capacities of civil society organisations to support the implementation of the conditionalities related to the Republic of Moldova's EU accession process and the Association Agreement agenda, at national and local level.
The general objective of this task:
The essence of the project's first specific objective is to build and strengthen the capacities of community CSOs to monitor the budget, and to encourage their involvement in advocacy activities on aligning budgets and policies with the priorities of the Europeanisation and AA agenda, thus contributing to accelerating the reform process. To this end, on the basis of a competitive process, one CSO will be selected from the Transnistria development region.
The selected CSO will receive financial support in the form of a grant of up to EUR 20,000, allocated for the entire duration of the project to ensure funding of the activities envisaged in the project. The funding will be intended to cover salary costs, relevant administrative costs and those related to bank transactions.
The grant beneficiary will be responsible for:
- preparing 2 reports monitoring budget expenditure: one concerning the local-level budget and the other concerning the central-level budget (the state budget). The organisation will select the topics of the reports taking into account its area of expertise as well as the context and priorities of local budgets. The topics will be coordinated with the experts of the central project team. The methodology of the budget monitoring reports will follow the recommendations of the Guide on civic participation in the budget process developed within this project and available on euromonitor.md (available in Romanian and Russian). In preparing the budget reports, the CSO will work actively with the mentor assigned by the central project team, who will provide practical guidance and the necessary direction to ensure that the reports meet quality, relevance and impact requirements.
- carrying out visibility and advocacy activities to promote the results of the budget expenditure monitoring reports they have prepared. The visibility and advocacy activities will include at least two round tables presenting the reports and two advocacy meetings with decision-makers (at minimum one round table and one advocacy meeting for each report prepared).
- engaging in networking activities with other CSOs, to ensure an exchange of experience and lessons learned among CSOs and, in particular, between local (small) CSOs and central (well-established) CSOs.
Application procedure:
Interested CSOs are invited to submit an application file, in accordance with the terms of reference annexed below, which will include the following documents:
- a short motivation letter, indicating the motivation for participating, as well as the objectives and results to be achieved through the use of the grant;
