Competition: “Expert-Grup” selects two city halls that will receive support in the process of issuing municipal bonds

The selected city halls will receive support at all stages of municipal bond issuance, in particular regarding:

• The process of identifying financing needs and investment areas, which must be transparent and consulted with representatives of local communities;

• Selecting the intermediary for issuing the bonds, which must be transparent and compliant with the public procurement process;

• Issuing the municipal bonds, which must be predominantly open to participation by all those wishing to invest;

Expert-Grup, with the support of the Embassy of the Kingdom of the Netherlands in Chișinău, has already provided assistance in the successful issuance of municipal bonds in 2021-2023 by Chișinău municipality, Ceadîr-Lunga municipality and Sângera town, which resulted in infrastructure projects with significant impact (for more details about the financed projects and the experience of the city halls, you can access the study “”).

Important: In the process of selecting beneficiaries, priority will be given to city halls with a solid local tax base, in accordance with the prudential norms established by legislation.

The competition is organised within the project “Supporting Local Public Authorities in Launching Municipal Bonds”, implemented by the Independent Think Tank “Expert-Grup” with the support of the Embassy of the Kingdom of the Netherlands in Chișinău.
