Call for Tenders for Energy Efficiency Assessment Services for Residential Apartment Buildings

I. Objectives and purposes of the assessment 

The overall purpose of the assignment is to carry out 10 energy efficiency assessments of residential apartment buildings/10 lots. The detailed terms of reference are attached below.

II. Deliverables 

Upon completing the assessment for each individual building, the contractor will submit 2 (two) original copies in Romanian of the Assessment Report (Annex 2 to the Terms of Reference) and an electronic version in *.docx format (other formats are also possible if necessary).

III. Duration of the assessment 

Data collection and preparation of the results specified in part 3 (Deliverables) must be submitted by 1 April 2023.

If the contractor carries out the assessment for several buildings, it must provide, together with the financial proposal, a schedule of works for all the buildings. At the same time, Expert-Grup may choose the sequence of the works.

IV. Eligibility criteria for contractors

To qualify for carrying out the assessment, as specified above: 

• the contractor must have an employment relationship (on the staff payroll or under a service contract) with an energy auditor included in the Register of Energy Auditors (Category - Buildings) by the Energy Efficiency Agency.  

V. Application process and structure of the offer 

Structure of the offers to be submitted: 

1. A brief description of the company in the field of energy efficiency (CV of the energy auditor if applying independently); 
2. Company name, address, contact person and telephone number (contact information of the energy auditor if applying independently); 
3. List of organisations for which an energy audit/energy efficiency assessment/or similar work was carried out in the last 2 years; 
4. List of residential apartment buildings for which an energy audit/energy efficiency assessment/or similar work was carried out in the last 5 years;
5. List of persons included in the Register of Energy Auditors (Category - Buildings) by the Energy Efficiency Agency, who work for the company and will carry out the assessment (only for applicant companies); 
6. Financial offer. The financial offer may cover more than 1 lot/building; 
7. Schedule of energy audits/assessments - in the case of a financial proposal for more than 1 building/lot.

The offer must be submitted in English or Romanian. 

VI. Evaluation criteria for each lot:

• Submission of the complete set of documents indicated in the Structure of the offer above; 
• Experience in carrying out energy audits (in total and in residential apartment buildings); 
• The most advantageous offer in terms of the quality (experience)/price ratio. 

! Lack of experience in carrying out energy audits/energy efficiency assessments/or similar works in residential apartment buildings is not a criterion for exclusion from the competition.
