COMPETITION. Selection of an expert for the transposition of COUNCIL Directive 2003/72/EC of 22 July 2003 supplementing the Statute for a European Cooperative Society with regard to the involvement of employees

The expert will be responsible for the following activities:

• Identifying, consulting on and validating with the Ministry of Labour and Social Protection (MLSP) the regulatory framework that needs to be adjusted for the transposition of COUNCIL Directive 2003/72/EC of 22 July 2003 supplementing the Statute for a European Cooperative Society with regard to the involvement of employees.
• Drafting the Government Decision on the approval of the regulatory framework necessary for the transposition of COUNCIL Directive 2003/72/EC of 22 July 2003 supplementing the Statute for a European Cooperative Society with regard to the involvement of employees.
• Preparing the set of documents accompanying the draft normative act, in accordance with Law No. 100/2017 on normative acts, Government Decision No. 447/2024 on the amendment and repeal of certain normative acts (streamlining the process of drafting and promoting Government acts), Government Decision No. 574/2024 on the approval of the Regulatory Impact Assessment Methodology, etc.
• Participating in meetings with beneficiaries and stakeholders identified by the expert, such as central public authorities, representatives of business associations and trade unions, and authorities from European Union member states, in order to identify how transposition is ensured.
• Providing support to the MLSP in organising public consultations.
• Taking part in the public consultation process and finalising the draft normative act for approval by the Government/Parliament.

The activity is part of the project “Support for Labour Market Reform”. The project is funded by the Soros Foundation Moldova and is implemented from November 2024 to October 2026.

Submission of the application

To participate in the competition, interested persons will submit, as part of the application file, the following documents:

• Technical offer;
• Financial offer.

It will be submitted in accordance with the requirements of the Terms of Reference and in strict compliance with the procedure set out in the Instructions to Bidders.

Deadline for submitting the application: 1 July 2025, 19:00.

Please ensure that the technical and financial offers are sent in separate e-mails, and that the financial offer is password-protected.

The password will be disclosed only upon written request (e-mail) at the stage of opening the financial offers. After sending the offers, please make sure the offer has been received in the form of a confirmation e-mail. Expert-Grup is responsible only for confirmed offers.
