Call for applications: selection of an expert (individual) to prepare a Justification Note on increasing the budget for the vocational training of the unemployed

The following activities are proposed for the expert:

• Developing a methodology for assessing the impact on the state budget, the labour market and the economy (note: the methodology must be simple but credible, based on data and realistic assumptions). 
• Assessing budget execution and the impact so far of the voucher programme for training the unemployed. 
• Preparing the Justification Note for increasing the budget for vocational training under the Procedure for the vocational training of the unemployed through voucher-based courses, implemented in accordance with Government Decision No. 1276/2018.

The activity is part of the project “Support for Labour Market Reform”. The project is funded by the Soros Foundation Moldova and will be implemented from November 2024 to October 2026.

It will be submitted in accordance with the requirements of the Terms of Reference and in strict compliance with the procedure set out in the Instructions to Bidders. You will find more details in the files attached at the end.

Please make sure that the technical and financial offers are sent in separate e-mails, and that the financial offer is password-protected. 

The password will be disclosed only upon written request (e-mail) at the stage of opening the financial offers. After sending your offers, please make sure that the offer has been received, in the form of a confirmation e-mail. Expert-Grup is responsible only for confirmed offers.
