Programme for Town Halls. European Integration through Local Development – Increasing Local Public Authorities’ Access to Funding Opportunities for Infrastructure Projects

To this end, 25 town halls (5 each from the North, South, Centre, ATU Gagauzia and the Security Zone) will be selected and will benefit from the following forms of support:

• Practical training on the processes of issuing municipal bonds, as well as on obtaining preferential financing from European sources.
• Practical, individualised mentoring, based on the real needs of each local public authority, to obtain financing for infrastructure projects by issuing municipal bonds and contracting preferential financing from European sources.
• Practical training and mentoring on financial management, good governance and public procurement for local public authorities in the context of issuing municipal bonds and contracting preferential European financing.

Under the programme, 25 town halls will be selected to receive initial training. Subsequently, 5 town halls will be selected to receive practical support in the process of issuing municipal bonds and another 10 town halls will receive practical support in applying for European funding to finance local infrastructure projects.

The programme will run from January 2026 to June 2027.

Town halls interested in taking part in the programme are asked to send a free-form application to info@expert-grup.org briefly describing their motivation, a preliminary description of the projects proposed for financing, and their training and financing needs for funding and implementing infrastructure projects at local level.

Applications must be submitted by 20 December 2025, 17:00.
