Expert selection: technical assistance for the NEA under the project Enhanced Local Employment Opportunities and Access to Nurseries for Parents in Vulnerable Situations

The purpose of this procurement is to identify 1 expert to provide technical assistance to the NEA and the STOFMs (its territorial subdivisions) in implementing active employment measures to facilitate the integration of families with children, especially those from vulnerable groups, into the labour market.

In this regard, the following expert will be identified:

• Expert no. 2 - analysis of the performance of the NEA and the STOFMs;

The activity is part of the project “Enhanced Local Employment Opportunities and Access to Nurseries for Parents in Vulnerable Situations”. The project is funded by the European Union, co-funded and implemented by the Soros Foundation Moldova in partnership with IP Keystone Moldova and AO “Expert-Grup” during September 2025 - February 2028.

Submission of the application

To participate in the competition, interested persons will submit, as part of the application file, the following documents:

• Technical offer;

• Financial offer.

It will be submitted in accordance with the requirements of the Terms of Reference and in strict accordance with the procedure set out in the Instructions to Bidders. The application file will be sent by e-mail to the following address:  procurari@expert-grup.org . Incomplete files will not be examined. 
Please ensure that the technical and financial offers are sent in separate e-mails, and that the financial offer is password-protected. The password will be disclosed only upon written request (e-mail), at the stage of opening the financial offers. After sending the offers, please make sure the offer has been received in the form of a confirmation e-mail. Expert-Grup is responsible only for confirmed offers.
