Request for Proposals: European Integration Expert for the Ministry of Labour and Social Protection

The following activities are proposed for the expert:

• Support in drafting the negotiating position for Chapters 2 “Free movement of workers” and 19 “Social policy and employment”.
• Support in drafting the justification files for requesting transition periods for Chapters 2 “Free movement of workers” and 19 “Social policy and employment”.
• Support in coordinating the activity of the Secretariat of Working Group No. 19.
• Monitoring the activity of the MLSP representative in other working groups in which it does not hold the chairmanship.
• Cooperation with the relevant MLSP departments in the field of Working Group No. 19.
• Participation in drafting national reports, completing questionnaires and other documents related to reporting to the EU.
• Providing technical expertise for the effective management of the European integration process.
• Organising a training session on European integration and its implications for the labour market for representatives of the MLSP, the National Employment Agency (NEA) and the State Labour Inspectorate (SLI).
• Other activities in the field of European integration at the request of the MLSP.
• The activity is part of the project “Support for Labour Market Reform”. The project is funded by the Soros Foundation Moldova and will be implemented from November 2024 to October 2026.

SUBMISSION OF THE APPLICATION

To participate in the competition, interested persons will submit, as part of the application package, the following documents:

• Technical proposal;
• Financial proposal.

It will be submitted in accordance with the requirements of the Terms of Reference and in strict compliance with the procedure set out in the Instructions to Bidders.

The application package must be sent by e-mail to the following address:

Please ensure that the technical and financial proposals are sent in separate e-mails, and that the financial proposal is password-protected. The password will be disclosed only upon written request (e-mail) at the stage of opening the financial proposals. After sending the proposals, please make sure that the proposal has been received, in the form of a confirmation e-mail. Expert-Grup is responsible only for confirmed proposals.
