Extended deadline: Updated request for proposals for an evaluation expert under the project “Inform, Empower and Act!..”
The Independent Think Tank “Expert-Grup” and the Institute for European Policies and Reforms (IPRE) announce updates and an extension of the participation deadline for the competition to identify an evaluation expert who will provide final evaluation services for the project “Inform, Empower and Act! Civil Society for Better Budget Governance in Moldova”, in accordance with the updated terms of reference attached at the end.
The main tasks include:
- Evaluating the impact of the project in different regions;
- Generating lessons learned regarding the circumstances (such as, but not limited to: the political climate, the pandemic situation, the budgetary reality). Developing a set of recommendations to ensure the sustainability of the project, taking into account the constraints, challenges and opportunities identified during the evaluation process.
The updated period for providing the services will be 15 October 2021 - 28 January 2022. The final report will be submitted no later than 28 January 2022. Estimated volume of effort: 35 working days.
Minimum requirements for candidates:
- Professional experience in evaluating similar projects financed by international institutions (at least 5 years of experience);
- Knowledge and expertise in collecting and analysing qualitative and quantitative data, including conducting interviews, developing monitoring indicators and using data to formulate causal links;
- Understanding of the participatory budgeting process and of citizen engagement mechanisms;
- Knowledge of the context in which second-tier local public authorities operate in the Republic of Moldova.

The technical proposal, which will contain:
- The bidder's CV, including previous experience in evaluating similar projects;
- A detailed timeline of activities, indicating the deadlines for completing the tasks and submitting the expected deliverable, in accordance with the attached ToR;
- References and recommendations.
The financial offer, which will be submitted in EUR and will include all taxes, including employer contributions for the payment of salaries / fees for providing services in the Republic of Moldova.
