In January 2024, with financial support from the European Union Delegation to the Republic of Moldova, a consortium of the Independent Think Tank “Expert-Grup”, the Institute for European Policies and Reforms (IPRE) and the Soros Foundation Moldova launched a project to strengthen the consumer protection framework in Moldova.
To understand the challenges facing the authorities, 11 interviews were held in May–June 2024 with public bodies responsible for consumer protection. They fed into a first report on the challenges identified. The present report analyses the general and sectoral legal framework and highlights normative and institutional challenges.
These include the lack of full alignment and synergy within the legal framework, the role of the Ministry of Economic Development and Digitalisation in coordinating consumer protection, the absence of continuous training programmes for responsible officials, and the lack of adequate budget planning for consumer protection activities. A third report will present the challenges of the current management model and offer recommendations for improving it. The project is led by Expert-Grup in partnership with IPRE and is funded by the European Union and the Soros Foundation Moldova.
