Assessing the Efficiency and Transparency of Public Financial Resources Allocated to Roads
Automatically translated summary. The full text is available in Romanian.
This study assesses how efficiently and transparently the Republic of Moldova uses public funds allocated to roads. It examines whether the current road management system can deliver road projects while making the best use of resources, following a period of severe underfunding and a rise in sector financing since 2010.
After a long period of severe underfunding that practically destroyed the road network, Moldova began increasing financing for the sector in 2010. To judge the current system, the analysis reviewed the legal and institutional framework, the procurement system and the results of procurements carried out, the technical and regulatory framework for road construction, and the technical solutions used.
The findings show that the current practice of raising resources for the sector lacks a solid basis for ensuring financing that is adequate and sustainable. They also show that the capacity of the structures involved in managing the sector, including the road fund, is very limited.
