Deși varii strategii de dezvoltare și modernizare a Republicii Moldova au fost elaborate, progresul în instituirea unor dezbateri publice privind tendințele și politicele ce afectează dezvoltarea țării, a fost limitat. Raportul de Stare a Țării 2007 conține o serie de contribuții analitice prin intermediul cărora autorii au incercat să ofere unele soluții problemelor specifice procesului de elaborare a politicilor de dezvoltare în Republica Moldova. Scopul acestui efort intelectual colectiv este de a furniza factorilor de decizie un instrument analitic fiabil care ar permite înțelegerea și evaluarea tendințelor în domeniile fundamentale de dezvoltare. Spre deosebire de alte rapoarte, Raportul de Stare a Țări îmbină o abordare sectorială cu o viziune plenară asupra procesului și perspectivelor de modernizare și dezvoltare în Moldova. În același timp, sondajul sociologic efectuat a permis cuantificarea percepțiilor publice asupra stării Republicii Moldova. Iar rezultatele ne sugerează o lipsă totală de încredere a cetățenilor față de starea țării. Pentru a depăși acest echilibru social nesănătos pentru dezvoltarea pe termen lung a Republicii Moldova, experții au făcut un sumar al provocărilor și oportunităților de care actualele și viitoarele generații de politicieni trebuie să țină cont.

Business and Economy Review, no. 26

One of the central points of analysis in the Business and Economy Review no.26 is the fiscal policy. Money accumulated in the state budget during 11 months of the year exceeded by 2.2 percent the planned level. As result, the state budget for 2007 has been ammended, with forecasted revenue set at 13.8 billion MDL, and with expenditures ceiling set at 14.2 billion MDL. Large amounts of money have been additionally channelled to social assistance and social ensurance, agriculture and roads. Three ammendments to the annual state budget law are a symptom of the Government's poor capacities in budgetary planning.

Business and Economy Review, no. 25

As expected, agricultural output was severely down in the first 3 quarters. Global production fell by 20 percent, because of a 32 percent reduction in average crops' yield. The volume of services continues to grow rapidly, however services delivered to the population registered a moderate growth. Industry did not register significant progress, even though the monthly output rate grew by 0.4 percent in August and 1.5 percent in September. This performance is obviouly not enough to compensate for the deep industrial recession registered this year. On the labor market companies show concerns for increasing the salary to their employees. In the real sector, the salary is growing strongly, increasing the gap with the state salary.

Business and Economy Review, no. 24

Important changes took place in the monetary policy in September, which is one of the main area of analysis in this edition of the Business and Economy Review. The National Bank of Moldova's Administration Board, decided to increase its basic rate from 13.5  to 16 percent. This is the sharpest increase for the past 7 years in the NBM's basic rate. The last time when the interest rate was quoted at 16 percent was in September 2001. In spite of these measures, it is less likely that consumer price index will have a growing rate within the limits set by the National Bank of Moldova. The factors which contributed to the inflation burst in July – September 2007 were the strong money supply and the rising level of consumption demand, which is financed through bank credits. It is forecasted that these factors will not disappear in the near future. On the other hand, despite the growing money inflows, in the relative terms the current account balance is worsening. In future the monetary flows may not compensate the strong pressure on Moldovan leu, which in the long term can depreciate against the US dollar.

Business and Economy Review, no. 23

As shown in the 23rd edition of the Business and Economy Review, the industrial output resumed its growth in real terms. In January-July, its value was by 0.5 percent higher that in 2006. However, in order to recover the 2005 output level, the industrial sector should grow by almost 7.5 percent in 2007, which is really a hard-reaching aim. The greatest hindrances are in the winemaking and alcoholic drinks sectors, which have a production 4, and respectively, 3 times lower than in January-July 2006. The drought that undermined the 2007 harvest had a set of consequences, sometimes paradoxical, for some of the food industry branches. For instance, the meat industry was favored by drought; due to financial problems, the producers from the livestock sector had to massively slaughter the livestock. Nevertheless, the production of dairy products, canned fruits and vegetables, and tobacco products suffers from a raw material deficit, with short-term perspectives being rather negative.

Moldova’s foreign trade was marked by several major evolutions in the first semester of 2007, which are subject of analysis in this edition of the Business and Economy Review. On the one hand, the trade deficit continued to grow. It reached 1007.3 mln. USD at the end of June, 45 percent up as compared to 2006. On the other hand, the data show that the European Union became the main export destination for Moldovan producers. The “geographical” restructuring goes along with the reshuffle of exported goods; the textiles became the main export item to the detriment of agro-food exports. The revitalization of agro-food exports will require the authorities’ and companies’ efforts in ensuring the quality, certifying the exported goods and increasing their competitiveness. The main component of this category - wine exports - apparently has better perspectives to return to Russian market. However, this return will not solve all problems within the sector. At the same time, both the interests of the Moldovan wine-making companies and the Russian partner companies and consumers, would require a higher level of transparency and predictability regarding this sensitive subject.

Business and Economy Review, no. 21

In May the industrial production registered an increase of 18.9 percent in comparable prices as compared to May 2006. Thus the production volume came close to the level registered during the similar period in 2006 – a fact that makes us think that in June-July the industrial recession is going to be totally overcome. The lack of certitude regarding the resumption of alcoholic beverages’ export to Russian Federation remains to be the main constraint that hinders the fully-fledged recovery of the Moldovan industry in short term. The available statistical data reveal a continuous worsening of the situation in the agricultural sector. The drought has compromised over 40 percent of grain yields, and the sugar beet growers are affected in a share of 90 percent June has witnessed the most restful evolution of consumption prices. The price rise of 0.7 percent and respectively 0.2 percent for non-food goods and services was compensated by the price drop by 1.3 percent for food products and resulted in zero monthly inflation. While having a cost decrease for fuel in April, the months of May and June have been affected by the new waves of price rise which were most painfully felt in the agricultural sector. The most serious short-term inflation factor continues to refer to the drought influence upon the agricultural sector and the prices for grain and vegetables.

Business and Economy Review, no. 20

After a number of interesting evolutions in April, in May the Regulatory Framework has been subject of a number of other evolutions. The most important has been the promulgation of the set of laws on fiscal amnesty, capital legalization and the reform of income tax system for companies. The Government has approved the Regulation on granting guarantees and compensations to employees combining work and education. The governmental intentions are rather clear and welcome, but the Regulation providing for compulsory granting of such guarantees and compensations for all economic units notwithstanding their ownership type and legal organization form could be actually ignored by the private companies. Also in May there was taken the decision to set up the Organization for Small and Medium Enterprises Development. Being one of the obligations stipulated under the Plan of Actions Moldova – European Union, this decision is of crucial importance. But the new organization will get efficient only when allocated larger financial amounts for granting assistance to SME support programs, endowing with human resources, ensuring transparency and enforcing certain independence while implementing policies.

Business and Economy Review, no. 19

This edition of the Business and Economy review gives particular attention to the business regulatory framework which was marked by a series of laws, legislative projects and initiatives in April 2007. The triple presidential initiative on the economy liberalization dominated the public debates throughout April eclipsing other important evolutions.  In April, the government decided to create an informational system recording the non-alcoholic beverages and mineral drinks „in order to control (their) quality”. Such approach cannot be efficient since it intends replacing the quality control at the company level by an administrative control of the entire sector. Other potentially disgraceful initiative is the emergence of a legislative project stating that all companies with foreign shares could be obliged to give up the land received either by inheritance or after the reorganization of enterprises. April was also marked by some symbolic events. Three investment funds („pillars of the Moldovan privatization”) were authorized to stop their activity on the capital market, and the law on privatization of 1992 was abolished.

Pentru recuperarea restanţelor existente în domeniul climatului de afaceri, Guvernul a aprobat în martie un program de implementare a Planului de Acţiuni Moldova – UE pentru 2007, documentul dat stipulând o serie de măsuri importante pentru îmbunătăţirea condiţiilor de business. Parlamentul a decis crearea Centrului de armonizare legislativă şi Agenţiei Naţionale pentru Protecţia Concurenţei. Ultima este deosebit de importantă, ţinând cont de eşecurile admise pe parcursul anilor de ţara noastră în asigurarea unei concurenţe oneste. Totodată, pentru ca aceste organe să fie funcţionale, sunt necesare măsuri mai consistente decât simpla numire a directorilor. În martie a fost adoptat şi un pachet legislativ important pentru modernizarea infrastructurii calităţii.
