Independent Think Tank “Expert-Grup” launches a project bringing more transparency to public budget management

The national public budget and the use of public property largely influence the well-being of each of us. EXPERT-GRUP today launched the project “The Budget Process in the Republic of Moldova: Monitoring Transparency and Promoting Public Control”, financially supported by the Good Governance Programme of the Soros Foundation Moldova. During the launch event, the provisions of the draft state budget law for 2012 and the Court of Accounts reports for the third quarter were discussed. The discussions on the draft budget for 2012 focused on topics concerning the social protection of vulnerable groups, health, education, and the development of small and medium-sized enterprises and agriculture. The discussions were based on the “Analytical Note on the Draft State Budget Law for 2012: Advocacy for Better Funding of Some Priority Sectors” and the “Synthesis of the Court of Accounts Reports Published in the Third Quarter 2011”.

The Analytical Note presents an analysis of the provisions of the draft state budget for 2012 in order to elucidate the extent to which the budget reflects the priorities of sustainable and inclusive development of society. To this end, five areas of analysis were selected: the protection of social groups, health, education, small and medium-sized enterprises, and agriculture.

The Synthesis contains the conclusions drawn from examining ten of the twenty reports published by the Court of Accounts in the third quarter of this year. Some of the reports analysed concerned the audit of the district budget for 2010 and the management of public property for the districts of Drochia, Ungheni, Orhei, Anenii Noi, Cimișlia, Dondușeni and Florești, as well as the audit of the formation and use of the Călărași district budget for 2009-2010. The most frequent irregularities committed by local public administrations, with a considerable impact, relate to salaries, public procurement, and the execution of capital repairs and investments. Two other reports analysed concerned the audit of the State Enterprise “Calea Ferată din Moldova” (Moldovan Railway) and of the joint-stock company “Moldova-Film”. Among the main irregularities concerning the mentioned public enterprises are those related to ensuring the integrity of public property, carrying out procurement, and achieving the objectives for which the enterprises were created.
