How Public Money Is Lost: (i) Monitoring the Implementation of the Court of Accounts Recommendations for 2011 and (ii) Synthesis of the Court of Accounts Reports Published in Q4 2011

How is public money lost? Violations and deficiencies, irregularities and deviations! These are some of the words that describe the problems found in certain state institutions and other audited entities. Significant shortcomings in the economic and financial management of companies have led to the accumulation of new accounts payable and, implicitly, to higher tariffs, while the irregularities and deficiencies found in the management of public property show the need to develop

The Independent Think Tank EXPERT-GRUP, with the support of the Soros Foundation Moldova/Good Governance Programme, presented at a round table the reports in the series “How Public Money Is Lost: (i) Monitoring the Implementation of the Court of Accounts Recommendations for 2011 and (ii) Synthesis of the Court of Accounts Reports Published in Q4 2011”. The annual report “Monitoring the Implementation of the Court of Accounts Recommendations for 2011” analyses the responses received by the Court of Accounts regarding the implementation of the recommendations set out in its reports. The responses are assessed against the criteria of Discipline, Quality and Impact. The report also contains a systematic assessment of the involvement of higher-level and law-enforcement bodies in implementing the Court of Accounts recommendations and in recovering damages. The results obtained from the rigorous analysis of the information from the CoA on the implementation of the Court's decisions are alarming. The rate of non-implementation of the Court's decisions (56.4%) is worrying, which means that the resolution of the deficiencies identified in the audit reports is being delayed.

The report “Synthesis of the Court of Accounts Reports Published in Q4 2011” analyses the findings of the Court of Accounts in its reports from the fourth quarter of 2011 and highlights the most frequent and important violations found by the Court of Accounts. The report also includes a top 10 of the institutions with the highest risk of damages identified by the Court. An important part of the paper is the analysis of the Court of Accounts reports on the Government's reports regarding the execution of the social insurance budget and of the mandatory health insurance funds, as well as several reports on the management of public property by three important state institutions for the period 2009-2010.

The round table was attended by representatives of parliamentary committees, line institutions and the media. The event took place on 16 May 2012, in the Conference Hall of the Jolly Alon Hotel.

The event was organised by the Independent Think Tank EXPERT-GRUP under the project “The Budget Process in the Republic of Moldova: Monitoring Transparency and Promoting Public Oversight”, funded by the Soros Foundation Moldova.
