Event presenting the thermal rehabilitation of a residential block in Bălți municipality – a national first

The event will be a platform for presenting the results achieved under the project, reflecting on lessons learned, and holding a dialogue between public authorities, development partners, local actors and civil society representatives interested in promoting energy efficiency in the residential sector. A visit to the rehabilitated block will also be organised, where participants will be shown the results of the works carried out and will be able to discuss directly the challenges and opportunities related to the thermal rehabilitation of the housing stock in the Republic of Moldova. Special guests attending the event include:

• Dorin Junghietu, Minister of Energy, Ministry of Energy of the Republic of Moldova;

• Fred Duijn, Ambassador of the Kingdom of the Netherlands to the Republic of Moldova;

• Pavol Ivan, Ambassador of the Slovak Republic to the Republic of Moldova;

• Ion Muntean, Director, National Centre for Sustainable Energy.

Context: The Pilot Project “First Swallows” – an innovative co-financing model for condominium homeowners’ associations – has been successfully implemented in Bălți municipality. The thermal rehabilitation works on the municipality’s tallest residential block, a 16-storey building, have been fully completed, and the event will present the results achieved and the concrete benefits enjoyed by the 80 apartment owners in the block. This intervention is a national first, being the first example of complete thermal insulation of a residential block of this size, accompanied by facade modernisation, improved energy efficiency and a higher level of comfort for all residents.

The project was carried out by the Independent Think Tank “Expert-Grup”, with the support of the Embassy of the Kingdom of the Netherlands, SlovakAid, the Energy Community Secretariat and the Ministry of Energy of the Republic of Moldova. Important partners such as the National Centre for Sustainable Energy, the European Union in the Republic of Moldova and JSC “CET-Nord” also contributed to the project’s success. The total value of the investment was MDL 10 million, of which 20% was provided by the residents (through a bank loan) and 80% was covered by donor contributions – an example of effective cooperation between citizens, authorities and development partners.
