National Labour Market and Social Dialogue Forum

The purpose of the forum is to analyse and debate the current situation on the labour market of the Republic of Moldova, the estimated labour shortage, the forecast for the coming years, as well as relevant policy recommendations. The discussion will cover the policies and effective mechanisms needed to address the labour shortage, including the liberalisation of procedures for hiring labour from other countries – highlighting the advantages, risks and implementation approaches – as well as other complementary measures, such as increasing labour productivity, automating processes and raising the minimum wage, together with an analysis of the feasibility, timeliness and related policy options.

The forum will also address issues related to mapping the active employment measures currently being implemented and their effectiveness, ideas for improving the effectiveness and targeting of these measures, as well as proposals for new interventions in the field, closely linked to the need to reform the National Employment Agency (ANOFM) and to strengthen the institution’s capacities for effective implementation.

The forum will also be a platform for debate on combating informal employment – analysing existing policies and measures for combating and preventing it, the reform of the State Labour Inspectorate and solutions for increasing institutional capacity, as well as other additional measures to address the problem of informal employment in our country.

The forum will be structured into 4 thematic panels that will address the following key topics:

1. The labour market shortage: implications, forecasts and policy options;

2. Stimulating employment through active employment policies and proposals for improvement;

3. Informal employment: the problem and solutions for encouraging compliance with labour legislation;

4. Social dialogue: realities, challenges and proposals for strengthening it.
