Round Table: “Government Factoring – a Solution for Reviving the Agricultural Sector of the Republic of Moldova”

The Independent Think Tank “Expert-Grup” is organising the round table “Government Factoring – a Solution for Reviving the Agricultural Sector of the Republic of Moldova”, which will take place on 19 June, from 14:00 to 16:00, at Hotel Jolly Alon, 37 Maria Cebotari Street, Chișinău. The event will be held in Romanian, with simultaneous interpretation into English.

Context: The agricultural sector of the Republic of Moldova is going through a difficult period, severely affected by multiple recent crises: the effects of the war in Ukraine, inflation and rising production costs, limited access to  bank financing and chronic delays in the payment of subsidies. In this context, introducing a Government Factoring mechanism that would allow the certification and monetisation of budgetary receivables could unlock liquidity of up to MDL 8-9 billion in the economy, supporting the agricultural sector and contributing to food security and rural stability.

Topics proposed for discussion:

  • Presentation of the Government Factoring mechanism: certification of budgetary receivables and the possibility of immediate monetisation through the banking system;

  • EU practice regarding the factoring mechanism for budgetary receivables – relevant implementations and results;

  • The regulatory framework needed for the Government Factoring mechanism to function in the Republic of Moldova;

  • The possibility of implementing an electronic platform for the certification, verification and tracking of budgetary receivables;

  • Exploring potential partnerships with the banking sector to support the Government Factoring mechanism.

The event will bring together representatives of public authorities, decision-makers, the donor community, civil society organisations, opinion leaders and media representatives. It is organised within the project “Civil Society for European Integration”, funded by the European Union and co-funded by the Friedrich Ebert Foundation, and implemented by the Independent Think Tank Expert-Grup, as lead partner, in partnership with the Institute for European Policies and Reforms (IPRE), the Institutum Virtutes Civilis (IVC) Public Association and the Friedrich Ebert Foundation.

You can find more details about the event in the attached agenda.
