Strengthening the resilience capacity of local public authorities

Project goal and objectives

Overall Objective: To develop the resilience capacity of local public authorities (LPAs) by enhancing their ability to access and manage funding for local development projects. The initiative will strengthen the role of LPAs as agents of change in the country's European integration process and bolster local resilience against anti-EU and anti-democratic propaganda, as well as other forms of malign influence backed by the Russian Federation.

To this end, the project will focus on three specific objectives:

(i) supporting LPAs in issuing municipal bonds and accessing European Union funding opportunities for local infrastructure development;
(ii) improving local financial management as a fundamental element for ensuring integrity and maximizing the impact of infrastructure projects managed by LPAs;
(iii) raising the level of information and awareness among LPAs and the general public regarding the opportunities that the European integration process offers for local development.

Direct Beneficiaries:

  • 25 local public authorities (LPAs) selected from all regions of the Republic of Moldova (North, Center, South, ATU Gagauzia, and the Security Zone) will directly benefit from training, mentoring, and technical assistance.

  • Approximately 50 representatives from these local public authorities (LPAs) will participate in each of the major capacity-building activities (e.g., training on municipal bonds, EU funding, and financial management).

Indirect beneficiaries:

  • Local communities within the selected LPAs, which will benefit from improved local governance, increased transparency, and modernized infrastructure financed through new financial instruments.

  • Local stakeholders (civil society, the business community, media, local councilors) involved in roundtables and local development processes.

  • National-level stakeholders, including ministries and public agencies, which will benefit from better-prepared LPAs capable of absorbing European funds and implementing high-impact infrastructure projects aligned with national priorities.
