Strengthening the competitiveness of state-owned enterprises by bolstering corporate governance

Project goal and objectives

Project goal: Promoting good governance within state-owned enterprises in the Republic of Moldova through institutional reforms and capacity building for the state and the targeted enterprises.

Objectives:

Developing and institutionalizing a set of corporate governance tools for state-owned enterprises;

Enhancing the capacities of the Public Property Agency (PPA) and state-owned enterprises in promoting corporate governance.

Implementation period: November 2021 – November 2022

General context: This project aims to support the Public Property Agency in strengthening the governance of state-owned enterprises. The project will ensure the continuity of a previous initiative implemented by Expert-Grup with the support of the Soros Foundation Moldova between 2020 and June 2021. Under that earlier project, five enterprises (Franzeluța, Moldtelecom, Moldovagaz, Sanfarm-Prim, and Red-Nord) benefited from training, assessments, tailored action plans, and personalized mentoring across three key areas: (i) the development of new governance codes aligned with OECD principles; (ii) internal control procedures; and (iii) digital modules regarding corporate transparency.
