Request for Proposals – Selection of a Legal Entity to Develop an Online Tool for Training and Testing

The online training tool will be intended for persons interested in acquiring new knowledge and skills in the field of good corporate governance of state-owned companies. The training will aim to raise the level of professionalism of the members of the boards of state-owned companies so that they can perform their duties in an effective, judicious and responsible manner. 

In view of the above, Expert-Grup invites interested companies with experience in developing IT solutions in the field of e-learning and in graphic design to submit offers for the following activities: 

1. Development and implementation of the information solution of an online tool for the training and testing of members of the Boards of state-owned companies (hereinafter the platform);
2. Development of the graphic design/visual content of the training course on the basis of the materials provided, which will be integrated into the training platform;

The activity is part of the project “Increasing the Efficiency of the State-Owned Enterprise Sector – Phase Four”, funded by the Soros Foundation Moldova and implemented by the Independent Think Tank Expert-Grup. The project is implemented from December 2022 to December 2024.

SUBMISSION OF THE APPLICATION 

To participate in the competition, interested companies will submit the following documents as part of the application package: 

• Technical offer;
• Financial offer. 

The package must be submitted in accordance with the requirements of the Terms of Reference and in strict compliance with the procedure set out in the Instructions to Bidders. 

The application package must be sent by e-mail to the following address: procurari@expert-grup.org . Incomplete applications will not be examined. 

Please ensure that the technical and financial offers are sent in separate e-mails, and that the financial offer is password-protected. 

The password will be disclosed only upon written request (e-mail), at the stage of opening the financial offers. After sending the offers, please make sure that the offer has been received, in the form of a confirmation e-mail. Expert-Grup is responsible only for confirmed offers.
