Call for proposals to contract a sociological company to evaluate the effectiveness of the NEA - application deadline extended

CONTEXT

The Independent Think Tank “Expert-Grup” is extending the application deadline for the competition to select a sociological company that will provide services for evaluating the effectiveness of the National Employment Agency  (NEA). The company's main purpose is to evaluate the effectiveness and efficiency of the NEA and its territorial units, and to formulate recommendations for improving its activity. One of the methods for evaluating the NEA is surveying beneficiaries' perceptions of the services provided, as well as practically testing the level of service provided to beneficiaries. 

The detailed activities that the sociological company will have to carry out include:

- Designing a survey among NEA beneficiaries (the unemployed) to assess perceptions of the services received;

- Conducting Focus Group sessions with the beneficiaries of the services provided by the NEA;

- Visiting the NEA's territorial offices and applying the Mystery Shopping method to evaluate the services provided and the level of compliance with the regulations in force.

The activity is part of the project “Technical assistance to the Government and Parliament for promoting policies of equitable recovery and economic justice”. The project is funded by the Soros Foundation Moldova and will be implemented from April 2022 to April 2023.

SUBMISSION OF THE APPLICATION 

The application will include the following documents: 

• Work plan;
• Technical proposal;
• Financial proposal.
