Call for selection of an energy audit company or independent energy auditors

The main activities are:

I. Deliverables 

Upon completion of the energy audit for each building, the energy auditor will submit 2 (two) original copies in Romanian of the Energy Audit Report and the completed Annex F of NCM M 01.02:2016.

II. Duration of the audit 

Data collection and preparation of the results specified in part 3 (Deliverables) must be submitted by 20 February 2023.

If the energy auditor will carry out an energy audit for several buildings, they must provide, together with the financial proposal, a schedule for carrying out the energy audits for all the buildings. At the same time, Expert-Grup may choose the order of the energy audits.

III. Eligibility criteria for the company and energy auditors

To qualify for carrying out the energy audit, as specified above: 

• the energy auditor must be included in the Register of Energy Auditors (Category - Buildings) by the Energy Efficiency Agency.  
• or the company employs one or more energy auditors who have been included in the Register of Energy Auditors (Category - Buildings) by the Energy Efficiency Agency.

IV. Application process and structure of the offer 

Structure of the offers to be submitted: 

1. Brief description of the company in the field of energy efficiency (CV for the energy auditor if applying independently); 
2. Company name, address, contact person and telephone number (contact information for the energy auditor if applying independently); 
3. List of organisations for which an energy audit has been carried out in the last 2 years; 
4. List of residential buildings for which an energy audit has been carried out in the last 5 years;
5. List of persons who have been included in the Register of Energy Auditors (Category - Buildings) by the Energy Efficiency Agency, who work for the company and who will carry out the energy audit (only for applicant companies); 
6. Financial offer. The financial offer may contain more than 1 lot/building; 
7. Schedule of the energy audits - in the case of a financial proposal for more than 1 building/lot.

The offer must be submitted in English or Romanian. 

V. Evaluation criteria for each lot:

• Submission of the complete set of documents indicated in the Structure of the offer above; 
• Experience in carrying out energy audits (in total and in residential buildings); 
• The most advantageous offer in terms of the quality (experience)/price ratio. 

! Lack of experience in carrying out energy audits of residential buildings is not a criterion for exclusion from the competition.
