Call for applications: selection of four experts (individuals) to implement the project “Strengthening the Consumer Protection Framework in Moldova”

The purpose of this procurement is to contract two governance experts and two consumer protection experts who will:

• Carry out a comprehensive mapping of the institutions in the field of consumer protection;
• Prepare a gap analysis between the current situation in Moldova regarding the consumer protection framework and the EU directives in this area;
• Prepare a set of recommendations for the relevant institutions to adjust the legal framework in line with the aforementioned gap analysis;
• Develop software that allows petitions to be classified, sorted and processed quickly and, at the same time, allows consumers to track the status of their petitions;
• Implement a consumer protection awareness campaign;
• Provide assistance and mentoring to 5 media organisations that will receive grants under the project;
• Provide assistance in establishing the European Consumer Centre on the basis of the EU acquis and the requirements of the relevant EU directives.

The activity is part of the project “Strengthening the Consumer Protection Framework in Moldova”. The project is funded by the European Commission and the Soros Foundation Moldova and will be implemented between January 2024 and June 2026.

Submission of the application:

To take part in the call, interested persons will submit, as part of the application file, the following documents:

• Technical offer;
• Financial offer.

The file will be submitted in accordance with the requirements of the Terms of Reference and in strict compliance with the procedure set out in the Instructions to Bidders. The application file will be sent by e-mail to the following address: procurari@expert-grup.org . Incomplete files will not be examined.

Please make sure that the technical and financial offers are sent in separate e-mails, and that the financial offer is password-protected. The password will be disclosed only upon written request (e-mail), at the stage of opening the financial offers. After sending the offers, please make sure that the offer has been received, in the form of a confirmation e-mail. Expert-Grup is responsible only for confirmed offers.
