Selection of 4 experts, technical assistance for the NEA within the project Increased Local Employment Opportunities and Access to Nurseries for Parents in Vulnerable Situations

The purpose of the consultancy is to identify 4 experts to provide technical assistance to the NEA and the TEAs (its territorial subdivisions) in implementing active employment measures to facilitate the entry of families with children, especially those from vulnerable groups, into the labour market.

To this end, the following experts will be identified:

• Expert no. 1 - labour market and active employment measures;
• Expert no. 2 - analysis of the performance of the NEA and the TEAs;
• Expert no. 3 - labour market and active employment measures for people from vulnerable groups;
• Expert no. 4 - NEA training.

The activity is part of the project “Increased Local Employment Opportunities and Access to Nurseries for Parents in Vulnerable Situations”. The project is funded by the European Union, co-funded and implemented by the Soros Foundation Moldova in partnership with IP Keystone Moldova and PA “Expert-Grup” from September 2025 to February 2028.

Submission of the application

To take part in the competition, interested persons will submit the following documents as part of the application file:

• Technical offer;
• Financial offer.

It must be submitted in accordance with the requirements of the Terms of Reference and in strict compliance with the procedure set out in the Instructions to Bidders. The application file must be sent by e-mail to the following address: procurari@expert-grup.org . Incomplete applications will not be examined. 

Please make sure that the technical and financial offers are sent in separate e-mails, and that the financial offer is password-protected. The password will be disclosed only upon written request (e-mail), at the stage of opening the financial offers. After sending the offers, please make sure that the offer has been received, in the form of a confirmation e-mail. Expert-Grup is responsible only for confirmed offers.
