Extended deadline: Request for proposals to identify an evaluation expert for the project “Inform, Empower and Act! Civil Society for Better Budget Governance in Moldova”

The main tasks include the following:

• Development of the evaluation methodology;
• Interim evaluation of the level of implementation of the project's activities and objectives;
• Development of a set of recommendations to ensure the sustainability of the project in the medium and long term, taking into account the constraints, challenges and opportunities identified during the evaluation process.

The services will be provided starting on 11 January 2021 and ending on 20 February 2021. The final report will be submitted no later than 20 February 2021.  Estimated workload: 10 days.

Minimum requirements for candidates:

• Professional experience in evaluating similar projects financed by international institutions (at least 5 years of experience);
• Knowledge and expertise in collecting and analysing qualitative and quantitative data, including conducting interviews, developing monitoring indicators and using data to formulate causal links;
• Understanding of the participatory budgeting process and of mechanisms for citizen involvement;
• Knowledge of the context in which second-tier local public authorities operate in the Republic of Moldova.

The technical proposal, which will contain:

• The bidder's CV, including previous experience in evaluating similar projects;
• A detailed timeline of activities, indicating the deadlines for completing tasks and submitting the expected deliverable, in accordance with the annexed ToR;
• References and recommendations.

The financial offer which will be submitted in MDL and will include all taxes, including employer contributions for the payment of salaries / taxes for the provision of services in the Republic of Moldova.
