National Forum on the Labour Market and Social Dialogue of the Republic of Moldova

The aim of the forum is to analyse recent developments in the labour market of the Republic of Moldova and to outline policy directions for the coming period, particularly in the context of drafting the National Employment Programme for 2027-2031 and of the European integration process of the Republic of Moldova.

The discussions will address the main trends and structural challenges of the labour market - the employment level, including informal employment, demographic dynamics, changes in the economy and their impact on the labour market - as well as the public policy options needed to respond to these developments.

Particular emphasis will be placed on evaluating the active employment measures implemented in recent years, their effectiveness and coverage, as well as on identifying solutions to improve their targeting and expand them. In this context, the reform priorities of the National Employment Agency will also be discussed, including the strengthening of institutional capacities.

At the same time, the forum will address informal employment and job quality, from the perspective of existing policies, the role of relevant institutions, and social dialogue. The discussions will seek to identify realistic solutions for promoting formal employment and increasing labour market participation.

The forum will be structured into 3 thematic panels addressing the following key topics:

1. Shaping the vision and policies in the field of the labour market in the context of Moldova’s European integration process
2. Active employment measures: how do we increase effectiveness and boost employment?
3. How can we promote the formalisation of employment and improve job quality through social dialogue?
