Call for applications: Selection of an expert to prepare the ex-ante analysis of the psychological counselling mechanism for the unemployed

The following activities are proposed for the expert:

• Analysis of the constraints of the NEA (ANOFM) regarding psychological counselling of the unemployed;
• Analysis of the experience of other countries regarding psychological support mechanisms and services for the unemployed;
• Preparation of the ex-ante analysis of a psychological counselling mechanism for the unemployed.

The activity is part of the project “Support for Labour Market Reform”. The project is funded by the Soros Foundation Moldova and is implemented from November 2024 to October 2026.

Submission of the application

To participate in the call, interested persons must submit, as part of the application package, the following documents:

• Technical offer;
• Financial offer.

It must be submitted in accordance with the requirements of the Terms of Reference and in strict compliance with the procedure set out in the Instructions to Bidders.

Incomplete applications will not be examined.

Please ensure that the technical and financial offers are sent in separate e-mails, and that at the same time the financial offer is password-protected.

The password will be disclosed only upon written request (e-mail) at the stage of opening the financial offers. After sending the offers, please make sure that the offer has been received, in the form of a confirmation e-mail. Expert-Grup is responsible only for confirmed offers.
