Call for applications: selection of two experts (individuals) for the implementation of the project “Strengthening the Consumer Protection Framework in Moldova

 The purpose of this procurement is to contract a governance expert and a consumer protection expert, who will:

• Provide assistance in establishing the European Consumer Centre on the basis of the EU acquis and the requirements of the relevant EU directives;
• Provide assistance and mentoring for the European Consumer Centre, including for the purpose of attracting funds;
• Provide support and expertise for drafting the terms of reference for developing software that allows the rapid classification, sorting and processing of petitions and, at the same time, allows consumers to track the status of their petitions;
• Provide assistance in testing and implementing the software that allows the rapid classification, sorting and processing of petitions and, at the same time, allows consumers to track the status of petitions;
• Develop public communication materials for implementing the communication and awareness campaign on consumer protection;
• Provide assistance and mentoring for 2 media organisations that will receive grants under the project.

The detailed tasks for the two experts are described in the Terms of Reference attached below.

The activity is part of the project “Strengthening the Consumer Protection Framework in Moldova”. The project is funded by the European Union and the Soros Foundation Moldova and will be implemented from January 2024 to June 2026.

Submission of the application:

To take part in the call, interested persons will submit, as part of the application package, the following documents:

• Technical offer;
• Financial offer.

The package must be submitted in accordance with the requirements of the Terms of Reference attached below and in strict compliance with the procedure set out in the Instructions to Bidders. The application package must be sent by e-mail to the following address: procurari@expert-grup.org . Incomplete applications will not be examined.

Please ensure that the technical and financial offers are sent in separate e-mails, and that the financial offer is password-protected. The password will be disclosed only upon written request (e-mail), at the stage of opening the financial offers. After sending the offers, please make sure that the offer has been received, in the form of a confirmation e-mail. Expert-Grup is responsible only for confirmed offers.
