Supporting the SOE reform by improving the legal framework, reorganization of PPA and enforcing good governance

The Independent Think Tank “Expert-Grup” announces a competition to identify a legal entity or association of legal entities that will develop the Information System “Register of Public Property and State Property Management”. The IT solution will combine the functionalities set out in Government Decision (GD) No. 851/2023 approving the Concept of the Information System “Register of Public Property and State Property Management” and the Regulation on the information resource formed by the Information System “Register of Public Property and State Property Management”

In view of the above, Expert-Grup invites interested companies with experience in developing IT solutions in the field of information systems development and implementation to submit bids for the following activities:

  1. Analysis and design of the IS RPPSPM;
  2. Configuration of the IS RPPSPM;
  3. Implementation and testing of the IS RPPSPM;
  4. Data migration to the IS RPPSPM;
  5. Launch into production of the IS RPPSPM;
  6. Documentation of the IS RPPSPM (including drafting the GD amending GD No. 851/2023);
  7. User training;
  8. Warranty and adaptive, corrective and static maintenance.

The activity is part of the project “Increasing the Efficiency of the State-Owned Enterprise Sector – Phase Four”, funded by the Soros Foundation Moldova and implemented by the Independent Think Tank Expert-Grup. The project is implemented from December 2022 to June 2025.

SUBMISSION OF THE APPLICATION
To take part in the competition, interested companies will submit the following documents as part of the application:

  • Technical offer;
  • Financial offer.

The application will be submitted by e-mail to the following address:  procurari@expert-grup.org . Incomplete applications or those submitted by any other means will not be considered.

Clarification questions may be sent in writing to the e-mail address indicated above by 2 July 2024, 18:00.
