Call for Proposals: Contracting a Sociological Company to Evaluate the Efficiency of the National Employment Agency

The Independent Think Tank “Expert-Grup” announces a competition to select a sociological company that will provide services for evaluating the efficiency of the National Employment Agency (ANOFM). The company's main goal is to assess the effectiveness and efficiency of ANOFM and its territorial units and to formulate recommendations for improving its work. One of the methods for evaluating ANOFM is a survey of beneficiaries' perceptions of the services provided, as well as practical testing of the level of service delivered to beneficiaries.

The detailed activities that the sociological company will have to carry out include:

  1. Designing a survey among ANOFM beneficiaries (the unemployed) to assess perceptions of the services received
  2. Conducting Focus Group sessions with the beneficiaries of the services provided by ANOFM
  3. Carrying out visits to ANOFM territorial offices and applying the Mystery Shopping method to evaluate the services provided and the level of compliance with the regulations in force

The activity is part of the project “Technical Assistance to the Government and Parliament for Promoting Fair Recovery Policies and Economic Justice”. The project is funded by the Soros Foundation Moldova and will be implemented from April 2022 to April 2023.

SUBMISSION OF THE APPLICATION

The application file will include the following documents:

  • Technical proposal;
  • Financial proposal.
